HOW TO SUBMIT A WRITTEN PROTEST The establishment of the proposed Zone of Benefit is subject to a majority protest meaning if a written protest against the proposed Reimbursement Charge is presented by a majority (greater than 50%) of the owners of the identified parcels of land within the proposed Zone of Benefit, the City shall not establish the Zone of Benefit or levy the Reimbursement Charge against the parcels within the proposed Zone of Benefit.
