Per California Education Code Section 66606, the Board of Trustees is the governing body and owner of the CSUMB campus and has the authority to certify the EIR. CSUMB will act as point of contact for the CEQA process. The EIR will address the environmental effects of the proposed project. Implementation of the proposed project would include two components at the existing CSUMB Stadium: 1) an expansion of existing programming at the CSUMB Stadium by CSUMB and the Monterey Bay Football Club (MBFC); and 2) the construction and operation of two new locker room facilities, two new restroom buildings, and a gated event staging area just north of the stadium. Once a decision is made to prepare an EIR, the lead agency must prepare a Notice of Preparation (NOP) to inform all responsible and trustee agencies approving or funding the project that an EIR will be prepared. The purpose of the NOP is to provide respon‑ sible and trustee agencies, interested parties, federal agencies, and organizations with sufficient information describing the proposed project and the potential environmental effects to enable meaningful input related to the scope and content of information to be included in the Draft EIR. The NOP was published on February 27, 2025, at the State Clearinghouse, and has been filed and posted at the Monterey County Clerk Office and at the project site (4111 2nd Avenue, Seaside, California, 93955). Copies of the NOP may be obtained by request at the email address below, and the NOP is also available on CSUMB’s website at the following link: https://csumb.edu/facilities/planning/. Written comments will be accepted by CSUMB through 5:00 pm on March 31, 2025. Pursuant to the public participation goals of CEQA, the Board of Trustees will hold a Public Scoping Meeting both in person and online to gather additional input on the content and focus of the environmental analysis to be conducted and presented in the Draft EIR.
