With her many accomplishments, Millie earned a certificate of completion in Theory and Practice under Sang Jun, CDT from Monterey Academy of Science and Art; Advanced Dental Technology Education from Tennyson Study Club; Dental CAD/CAM and Digital Dental Designer Certificate from Simi Valley Career Institute; Certificate of completion in the three following courses: Health and Safety for Caregiving, Elderly Care and Caring for the Disabled, Caregiving Skills‑Dementia Care, and a diploma in Caregiving from Alison Online. Her career started as a Dental Technologist with Oral Ceramics and Yewon Dental Laboratory (formerly Bay Dental Lab) before successfully running her owner‑operated Dental Cosmetics Laboratories out of the Monterey/San Jose areas. She continued her passions by becoming a Contractual Senior Dental Sleep Technologist with Triad Systems International and finally Regional Sales Director, Los Angeles for Panthera Dental. At this time, she started a new career path in personalized caregiving in the Monterey‑Santa Cruz counties until the time of her passing. She would read culinary recipes for hours on end and prepare some fantastic meals as cooking was another one of her many passions. While cooking, she enjoyed the music of the Grateful Dead, Johnny Cash, Iz, Bob Marley, and various Indie Rock. She loved relaxing to 14th to 18th century drama movies such as Jane Eyre; although, her favorite was Mankind, The Story of All of Us, because she was enthralled with humanity. WHEREAS, The City of Del Rey Oaks (City) and the Del Rey Oaks Police Department have received numerous complaints from residents about vehicles parked on public property, without being moved, for extended periods of time; and WHEREAS, currently the Del Rey Oaks Municipal Code (DROMC) requires a vehicle parked on public property to be moved every 72 hours, but does not state how far said vehicles must be moved, or for how long; WHEREAS, requiring physical and temporal minimums for the movement of vehicles parked on public property will prevent circumvention of current DROMC provisions; and WHEREAS, many cities have imposed physical and temporal minimums to prevent circumvention of similar laws; and NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Del Rey Oaks, California as follows: The foregoing recitals are adopted as findings of the City Council as though set forth fully herein. SECTION 2. DROMC Section 10.20.030 is hereby amended to read as follows as show in bold, italic, underline below: 10.08.030 Use of streets for vehicle storage. No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley for more than a consecutive period of 72 hours. Any vehicle so parked is declared to be a public nuisance and the chief of police may remove it, or cause it to be removed pursuant to Vehicle Code § 22651(k). For purposes of this Section, a vehicle must be moved at least 100 linear feet and not returned to the same location sooner than 24 hours from departure to reset the 72-hour consecutive period.
